DESCRIPTION:Lambda Philly was joined by past Vice-Chair of Board of Revisio
 ns and Taxes\, City of Philadelphia\, Harvey Levin\, and former Director o
 f Assessments and Member of the Philadelphia BRT\,Gene Davey for a discuss
 ion moderated by David Fineman\n\nFor decades\, Philadelphia's real proper
 ty tax assessment system was mired in an archaic\, partial value assessmen
 t system. Widely considered to foster the uneven\, non-uniform valuation o
 f properties throughout the City\, AVI\, when implemented in 2014\, was he
 ralded as a new\, rational\, and modern tax assessment system.\n\nSome fiv
 e years later\, it has become clear that AVI\, while addressing some issue
 s\, has ushered in a new-set of problems. CAMA\, the computer modeling sys
 tem underlying AVI\, on which the annual assessments are based\, appears t
 o have systemic flaws.\n\nFurther\, a lack of uniformity persists in valua
 tions of similar properties within and between neighborhoods. Recently\, t
 he OPA has been re-allocating actual value on abated properties by increas
 ing land value\, seemingly undermining the purpose of the program. Spot as
 sessing\, initiated by the school district\, has further impacted the prog
 ram.
